Grant Support


The Office of the National Coordinator for Health Information Technology (ONC) within the U.S. Department of Health and Human Services (HHS) received $2 billion through the American Recovery and Reinvestment Act (ARRA) in 2009 earmarked towards electronic health records (EHR) implementation. ONC was required to establish a grants office in order to properly execute the management of the grant awards (from pre-award through post-award) to state agencies and nonprofit organizations nationwide.



Rachel Werner served as the Project Manager for a 15 person team supporting two Recovery Act funded grant programs, which provided $1.2 billion to state agencies and nonprofits. She was responsible for overseeing all grants management and administrative functions in support of ONC pertaining to the execution of the award.


Support the development of a cohesive grants office capable of administering $1.2 billion in federal funding, and ensuring all actions pertaining to grants management were executed in compliance with applicable Office of Management and Budget (OMB) and HHS regulations and administrative requirements.

Grant Support


  • Developed a strategy to support ONC’s grants management process
  • Lead development of Funding Opportunity Announcement for two of the grant programs
  • Supported grants management process development, including execution of a timeline for each activity
  • Managed the technical assistance support response process for applicants during pre-award phase, and supported technical assistance webinars provided to applicants
  • Provided ongoing project leadership to maintain adherence to pre-approved deadlines
  • Managed the ARRA recipient reporting tool data collection process


  • Implementation of EHRs at the local level, resulting in greater patient information sharing and healthcare efficiencies.
